22 + 21 Jun – CIOB announces Commission of Past Presidents to investigate build quality

The Chartered Institute of Building (CIOB), in light of the report into the defects that led to the closure of 17 schools in Edinburgh earlier this year and subsequent events, announced the formation of a Commission of Past Presidents to investigate the issue of build quality in the construction industry, and what needs to be done to address it.

The Commission will consider what steps the CIOB needs to take to address the already identified issues around management and supervision, the importance for our education framework, and whether there are further steps the industry can take to contribute to improving build quality.

A workshop at CIOB’s Members’ Forum, held in Cardiff on the 21st of June, saw high-level industry input into the Commission’s work, focusing on understanding the problems and identifying potential solutions.

Chair of the Commission, Immediate CIOB Past President Paul Nash, said: “The recent tragic events at Grenfell Tower have further underlined the need for an urgent review of the way in which quality is managed in our industry. Whilst aspects of the public inquiry must necessarily focus on the issues of regulation and inspection, I think we have to look beyond this at the behaviours that have led to a lack of focus on quality at all stages of the build process, from design and procurement through to construction and re-fit.

“The CIOB has a duty to respond to this issue, acting in the public interest. As professionals we have a duty to the industry and wider society to act responsibly and ethically. This defines what it means to be a professional. And we all have a responsibility for the reputation of our industry and, most importantly, the wellbeing of those who use the buildings that we create.”

12 Apr 2016 – Malcolm Fraser Architects discusses procurement of Scottish schools on the BBC this morning, cleverly avoiding discussion of wall ties and construction to focus on the quality having been lost and the procurement process having enriched bakers and lawyers.

Leading architects have detailed their long-standing concerns over public-private partnerships (PPP) contracts following the closure of schools in Edinburgh over safety fears.

The City of Edinburgh Council ordered the closure of 17 schools on Friday after the private consortium behind the construction and maintenance of the schools, the Edinburgh Schools Partnership (ESP), admitted that it cannot guarantee the safety the buildings.

The City of Edinburgh Council has submitted planning applications for extensions to four of its primary schools using a modular, prefabricated building system.

This will be the first wave of school extensions which are being rolled out to cope with rising rolls. Designed in contravention of Scottish Government guildelines (the excellent Building Better Schools http://www.scotland.gov.uk/Publications/2009/09/22154600/16) which stipulate that the emphasis of new school building should be on innovation and personalisation rather than on standardisation, the brief for these new buildings prioritiese speed and ease of construction. Sites are chosen where contractor’s access is easiest rather than to suit school circulation or passive solar benefits. There is no attempt at school participation, holistic design, greenness, innovation or meeting the ambitions of the Curriculum For Excellence.

Anyone with an interest in the fine and varied school estate in Edinburgh is encouraged to make comments. The Council’s Children and Families Department has deliberately submitted this a week before Christmas in order to reduce the number of objections it receives as it knows that school offices will be closed and parents busy. Comments have to be submitted by 14 January 2013.
